Abuja – The 2015 Supplementary Appropriation Bill of N465.64 billion, submitted to the National Assembly by President Muhammadu Buhari on Wednesday, passed second reading in the House of Representatives on Thursday.
Leading debate on the bill before the passage, Leader of the House, Femi Gbajabiamila, stressed that the supplementary budget became necessary due to the short fall in oil revenue.
According to him, the approval of the supplementary budget will further enhance the fight against insurgency and pay for oil subsidy.
In his contribution, Rep. Tahir Monguno (Borno-APC) said that the budget when passed would help in funding the military to curb insurgency in the country.
However, speaking against the timing of the bill, Nkiruka Onyejeocha (Abia-PDP) queried the level of implementation and performance of the 2015 Appropriation Act.
She argued that there was no need for a supplementary budget, because Dec. 31 was fast approaching and emphasised that the 2015 budget as approved had not been exhausted.
After the debate, a positive voice vote by members saw the bill through the second reading.
Consequently, the Speaker, Yakubu Dogara, referred the bill to the Committee on Appropriation for further legislative action.

Speaking to newsmen after plenary, Chairman of Committee on Media and Public Affairs, Rep. Abdulrazak Namdas (Adamawa-APC), assured that the house would do what was in the interest of the public. (NAN)
