Job Purpose

  • To coordinate the organizational (finance, human resources, facilities, legal, IT and administration) services and functions of Amnesty International Nigeria.

Main Responsibilities
Finance:

  • Ensure the financial control of the AI Nigeria activities through ensuring implementation of strong finance policies, systems, processes, and review of monthly balance sheet reconciliations;
  • Ensure the management reporting requirements of the office are met, including accurate and timely monthly management accounts forecasts and budgets;
  • Manage the statutory and regulatory reporting requirements of the office are met, including preparation of the annual statutory accounts (if applicable) in a timely manner, assisting with the audit process, compliance with tax regulations and compliance with any other local financial reporting requirement;
  • Support the Director to ensure the resources of the office are allocated according to strategic priorities and do not exceed the allocated funds for the office, via the management of the budget setting process and delivery of agreed budgets;
  • Ensure the cash flow of the office is managed to ensure sufficient liquid reserves and minimal exchange rate risk,
  • Manage the payroll of the office, via outsourced payroll providers where relevant, to ensure timely and accurate payments to staff.

Facilities:

  • Maintain the office infrastructure including facility management, power management, equipment maintenance and asset management;
  • Contribute to the office being run efficiently and effectively and supporting staff working in a safe and secure environment.

Legal:

  • Assist the Director to ensure compliance with all laws and regulations that pertain to the running of the AI operation, including legal registration and administration, employment and immigration law and including the filing of submissions to the relevant authorities, using appropriate professional advisers and liaising with IS Legal Counsel as required.

Human Resource Management:

  • Work to ensure the effective use of people management policies and procedures, as appropriate;
  • Proactively support staff in location (current and new joiners) by identifying issues where liaison management in-country is required and carrying out such liaison as is necessary. This could include supporting staff by liaising with immigration agencies, social security or tax agencies, negotiating with local landlords, etc. The postholder should ensure that they maintain an active network relevant to such support needs.
  • Assist on the provision of best practice advice to people management cases, escalating to or commissioning support from ODHR colleagues as required; support the shift in responsibility of people management to the line, with expert coaching, support and guidance provided by the ODHR function.
  • Assist with the commissioning for training and coaching for managers and employees to improve their awareness of and effective application of people management policies and practices;
  • Oversee the preparation and issue of appropriate contractual documentation in relation to terminations and variations of employment, including accurate and timely notification to relevant parties;
  • Assist with recruitment and induction of new staff and volunteers to the office; including training of new staff and volunteers to the Finance and HR function.

IT:

  • Provide introductory training to new staff on the use of Amnesty IT systems.
  • Support IT set up of new starters, with support from the IS IT team in London.
  • Ensure maintenance of quality controlled IT and Information Management with support from the IS IT team

General:

  • Ensure that health and safety, and security policies are in place and protocols are being adopted and implemented by all staff in AI Nigeria
  • Willingness to take on ad-hoc support tasks to support the office team members as deemed appropriate by the Director.
  • Proactively request, where required, support from IS London staff in resolving specific functional issues arising.

What Does Success look like in this Job:

  • Contributes to the effective operations across finance, human resources, IT, legal and facilities areas in the office;
  • The Director and Deputy(ies) are provided with adequate assistance and support in order to facilitate the smooth management of the office.
  • The Office is compliant with local law requirements in all aspects of its operations including legal registration, employment, tax, national insurance/ deductions and payroll.

Skills and Experience

  • Accounting experience – essential (part qualified)
  • Experience in managing organizational systems and processes in finance, administration, IT, legal and HR. Start-up experience preferred;
  • Experience of preparing and monitoring budgets and an ability to identify budget problems and solve them or communicate to the relevant staff;
  • Experience of the day- to-day management of an office, including excellent multi-tasking and time management skills;
  • Experience of providing support and best practice guidance on basic human resources matters to management and staff; ideally with experience of working in a office within an international organization framework
  • Experience of dealing with suppliers and external contacts, including the ability to pre-empt and troubleshoot issues, negotiate contracts and provide advice based upon some understanding of local contract law.
  • Knowledge of relevant local network within areas such as tax, immigration, office support service contractors etc is required
  • Experience of supporting relocating international staff in settling into new location, providing immigration liaison support, organizing accommodation etc.
  • Excellent communication skills, including experience in drafting correspondence and the ability to deal effectively with people in person and on the telephone, in a polite, sensitive and understanding manner.
  • Fluent in written and spoken English and local language.
  • Bookkeeping and payroll experience desirable.
  • Competent in the use of standard Office software e.g. Word, Excel, PowerPoint, email etc.
