It comes down to quality versus quantity
Despite the evident inability of the state to adequately fund universities and the economy to absorb their products, politicians and policymakers still maintain strong belief in the goal of expanding access to higher education in the country. Under its four‑year education development plan (2011‑2015) the current administration opened nine new federal universities in 2011 and has since established four more, bringing the total number of federal universities to 40. However, until the preoccupation of Nigerian policymakers with quantity of higher education infrastructure is replaced by more of a focus on quality, little is expected to improve in the sector.
