Otti, a former Chief Executive Office of Diamond Bank, made the promise at a campaign rally at Isiala-Ngwa North and Isiala-Ngwa South Local Government Areas.
He said that the World Bank and International Financial Corporation had promised to assist the state with grants if he was voted into office.
‘’Our state has been sleeping since the past 16 years, but now we have come to salvage it from slavery, mal-administration, underdevelopment, abject poverty and impoverishment of the citizenry.
‘’Abia needs a governor who is exposed and one that has the international connection to attract financial assistance for the development of the state,’’ he said.
The APGA governorship flag-bearer promised prompt payment of teachers’ salaries.
He gave the assurance that the outstanding salary arrears and allowances, which led to the current three-week-old strike by the teachers, would be paid as soon as he assumed office.
He also promised to rebuild the dilapidated schools in the state, adding that he would build functional and well-equipped hospitals to ensure an efficient healthcare delivery system.
The APGA governorship candidate said that he would fashion out a ‘’realistic and sustainable youth empowerment programme.
Otti described the current youth empowerment programme in the state as ‘’ad-hoc and unsustainable.’’
He appealed to the people to ensure that they collect their permanent voter cards and to guard them jealously, in order to be able to exercise their franchise during the polls. (NAN)
