Lagos (Lagos State) – Mr Olayemi Shonubi, former Chairman, Nigerian Institute of Quantity Surveyors (NIQS), Lagos Chapter, on Monday suggested the establishment of Quantity Survey Directorate in Ministries, Departments and Agencies (MDAs).
Shonubi made the suggestion in an interview with the News Agency of Nigeria (NAN) in Lagos.
He said such directorate would help to monitor, evaluate and ensure proper cost and fund management in the MDAs.
He described quantity surveyors as cost managers who specialised in expenditure and cost assessment to ensure that incurred and proposed costs were justified.
Shonubi noted that quantity surveyors would ensure that the funds allocated for government’s capital projects were maximally utilised.
According to him, the continuous mismanagement of government’s funds allocated to projects is due to the absence of quantity surveyors to evaluate, manage and monitor the cost and expenditure of projects.
He added that government, sometimes, allocated huge sums of money to some capital projects for about eight to 10 times without being executed.
“Such money always go into the pockets of a group of individuals who may end up executing the project half-way or may completely not execute it at all.

“If the quantity surveyors are involved in handling the costing of such projects, they will ensure that maximum value is derived from the construction of the projects.
“This is because cost evaluation, expenditure management and rendering of advice are the major areas of job description of the quantity surveyors’’, Shonubi said. (NAN)
